i have an '84 evinrude 35hp. like hopalong said, pull the lower unit off and make sure the pin is in and the impeller was put in counterclockwise. the bends on the impeller should be going clockwise. if all that is good, then there could be a clog in the discharge hose. if there is no clog in the discharge hose, the thermostat might be stuck(not letting water in). chances are that if someone else changed the impeller, they may not have aligned the water tube right as they slid the lower unit back on. there is a cavity that the tube is supposed to go up in so the water can shoot into the engine.

Pee hose stopped up? Find where hose connects on motor and take it off, start motor. If still no water, drop the lower and check water tube and what others said.

i had same problem on my smaller outboard and come to find out the "pee-hole was clogged" so i put the water muffs on it hooked to garden hose and while it was running i stuck a coat hanger up in the hole...carefully and when i pulled it out it was peeing a steady stream... worked great for me I hope you find the problem
