Might bait/attractant sprays keep my hooks from rusting? They seem mostly oil based and a thin film might help. Obviously, I could buy more nicer hooks but that's not in the budget.

Moore than likely they all have a high salt content too.

hmmm Hooks not in the budget, maybe fishing isn't for you.
If I see my hooks are starting to rust I throw them away.
I'm not gonna risk losing a good catch because of a weak hook.
Besides, hooks are probably one of my least exspensive items I buy to fish.

There is a product you can buy. Not very expensive and put it in you tackle box to prevent rust. This is the company.

Are your hooks rusting in their storage container or while on the rod? You have to keep the hooks away from any baits containing salts (unless you're fishing then of course).

They were starting to rust in my tackle box tray.
Replacing all the hooks in this tray would run me $30+ dollars and most don't have any rust YET. I know I'm not the only one who has to watch every dollar.

I went ahead and bought some WD40 despite some peoples concerns about it. Heck, gun nuts seem to think it practically causes rust compared to other gun oils.

I would NOT use fish attractants like someone said they probably have salt. Salt might be used as a preservative. The reason I say not to use them is if because they will absolutely eat the backing from marine carpet. I would say that anything that can destroy carpet like that is not going on my hooks.
