I have now got a boat with no title how do I go about getting one? If I do a lost title will it turn it over to my name or will it just give me the old title?

Need a little more info before can offer any suggestions. If the boat has no motor (for example, a small jon boat) it may never have been titled, and is not required to be titled or registered. If it is "motorized" then it is required to be titled and registered. Does it have TX numbers on it? If so, you can find out the last owner of record through TPWD. The TPWD website has a lot of info that may help you. But the bottom line is info and requirements directly from TPWD via visit or call. As Kingdad said, getting title to it (and to the outboard if it has one) may be difficult, but still possible if you are willing to go through all the red tape.

ok it does have a motor and numbers and the whole gig, the bad thing is the person it is titled to is deceased.

Been down this road before. If the deceased was someone you know, then you will need to get an affadavit of heirship signed by the heir(s) along with the signed titles attached. If you don't know the previous owners you still need the same form(s) and that can be hard to get. Good luck!

I have been down this road before as well. I had to get a form signed by the executor of his will (I believe) and then all was fine. As was previously mentioned, I would call the TPWD office for detailed instructions.
But unlike other situations, this one can be solved as long as you know the person who can sign the affadavit.
