 61st street rock groins. Is it public property?

They are building a fishing pier on the end of the rock groins. Some guy with '61 street fishing pier' on the side of his pickup is running people off that are fishing on the rock groins. Is this public property?

I beleive it would be a safety issue due to the construction. I can't wait until they open the pier back up and Texas city dike. There are some other jetties down the road where fishing is very good also the one next to the flagship hotel
Is a good spot also.

the 61st pier is private owned. the owner is rebuilding it from ike damage. so if he says you gotta go, you gotta go.

Where did the name "groins" come from? I thought they were jetties.
