Where are located?

Before you start buying stuff, I suggest getting a fly fishing/casting lesson. You'll have a better idea what equipment to get after taking a class. Free classes are available at multiple locations including many Bass Pro and Cabela's locations.

I would start by reading the intro to fly fishing thread. There is TONS of useful info on there. After that if you have additional questions feel free to ask.

Start by reading the Fly Fishing FAQ thread which has great information about the whole sport.

I think you will find the folks in this corner of the TFF especially friendly and helpful - I know I have - especially if you've taken the time to read some of the information you can find pretty easily on the board already.

The summary, direct answer to your question is of course, "it depends." You can quite easily spend anywhere from less than $100 to more than $1000 for gear. Talking to your neighbor will help. Reading the Fly Fishing FAQ will help, too. And of course, casting lots of rods will... well, it never helps me because I just want more of the damned things.

JackMack has given some great advice up there. At the very least, I'd get your neighbor to go with you and cast some different rods at a local shop. Unlike conventional fishing, the rod is a HUGE part of casting flies. The kind and size of line you get to fit that rod is also of paramount importance. The reel definitely ranks third, especially if you're going to be fishing primarily in warm freshwater.
