I am wondering if these rods can be repaired at home. One one rod the metal where the reel is seated turns. In other words after a few casts or a hook set, the reel is off center with the eyes on the rod. On the other, the cork handle is loose. It slips and turns and is loose enough that it slips down an inch or so. Will I need to send these to a rod repair shop?

yes you should send them to a rod repair shop. You shouldn't be fishing with rods in that condition unless you don't have any other rods to fish with.

Depends on whether it would be cheaper to buy new rods rather than paying for repairs. Sounds like they may not have been high quality and probably not too expensive to start with. The parts you mentioned are slid down the blank and epoxy'd in place before the quides are wrapped and repair may require removing the guides, then re-installing. If so, cost could be more than cost of equal rods brand new.

Its sounds like the epoxy was distributed poorly across the compoents..Its not that uncommon,Another thing is the material the manufactor used to shim the reel seat,Ive stripped All Star rods that used cardboard as seat arbors??..You mentioned this to be a ''metal'' reel seat,is this an older rod by chance? Anyway,it sounds like (without seeing the rod) that a fresh coat of 2 part epoxy will solve the problem. What kind of rod are we talking about?

I'd try to fix it myself with some epoxy, if that didn't work I'd just get new rods. But then again I use cheap rods for now so it wouldn't be worth it to repair them.
