My cousin just moved to a property where he has a good sized tank, spring fed! He was told it was stocked with catfish and perch....we have yet to catch a single fish out of it. This is over a 6 month span. My ? to you guys is can we dynomite that tank? We have a friend to works for a demo. company, so it would be done correct and safe, but is it legal or ethical to do so? Just some ? i was asking myself...hope yall can help

Now I understand the post title  I don't know the legal answer, hopefully someone will, but that seems like a pretty strong measure to take. What would you be trying to accomplish with that approach?

He is wanting a fresh start on the tank,stock it himself, plus blowing up a tank, might be pretty cool to see.
