this nipple is on the back of 35 hp mercury, late 80s model 2 stroke oil injected outboard. It is NOT the telltale, theres a seperate hose for that. 
COMING SOON! .. THE STICKLE HOOK " the stay level sickle hook". sits level in the water with all knots.! Provides better hook sets and more natural jigging motion. No more adjusting the knot, gluing , or tying loop knots that cause the hook point to tangle in the loop, or worse knick the line.. The jighook that will make all others obsolete !

when the motor is running there isnt any pressure or suction coming from it.

It is a fitting for a water pressure guage. It would have a 1/4" hose attached to it and run to the dash where a water pressure guage is.
