Yesterday, I was fishing off a boat house @ W. Tawakoni. We had a good school of Sandbass that we where bringing in as fast a we could real them in. The neighbor who is a total a$$ started up his jet ski and started driving around our line to spook the school.
My question is "Who has the right of way?". We had to keep reeling in our poles because he was gettng to close to our lines with his boat and his jet ski. The neighbor is a 50+ man, and is bi-polar.
What can I do?

Talk to him or call local LEO. There is a law regarding harrasment of fishermen and is punishable including jail time.

Actually I would call the Game warden for your area also Usually Area's around docks and cove's with slips are idle only and there should be buoy's set out stating this .

First the neighbor on his Jet Ski started driving as fast as he could along the buoy line. He then began idleing his boat accidently through our line. Then began towing his older daughter 20+ on a intertube through or lines. She looked very uncomfortable and keep complaing to him to stop.

just had an idea maybe throw out a marker line with a couple of jugs with thick nylon rope and a heavy weight at one end and tie it tight so the rope is visible from the top of the water he might change his mind running over the top of the line and getting all caught up.

By all means call the warden. Like Rockwall said there is a law against anyone harrasing anyone who is legally hunting or fishing in Texas. I've been fishing off my own dock and had bass fishermen pull up in their boats and start pitching baits within a few feet of where I was standing. I don't know if this would also be called harrassment, but it sure is rude.

Back when I lived in West Virginia my buddy and I wanted to fish a specific hole of water on Elk River for muskie. Everytime we'd but the boat in off the roadway, one of the yahoos who lived at the lower end of the hole would fire up his boat and outboard and run up and down the hole of water while we tried to fish. One day we baited the fool into doing it again and we were ready with a spool of 100 lb test mono line. We had one end of it tied loosely off to a tree limb on one side of the river and were sitting on the other side when he came blasting up the middle of the river. A slight tug of the line and it came loose from the tree limb, then we just let the spool go in the water and watched. He made his turn around and by the time he had passed us the second time we headed back for the truck and loaded the jon boat. He never did come back up the river so we assumed his outboard ate the spool of line.

One act of rudeness or disrespect doesn't constitute really bold action.
#1-Talk to the guy and ask him NICELY if he would be considerate to your fishing needs. If he then does the same thing contact the authorities and they will talk to him.
But you need to approach him and ask him to please respect your fishing. He may not understand that his actions are causing you grief. But after you approach him he will know it bothers you. This way it won't be any question if he is disrespecting you on purpose.
Land was created to provide a place for boats to visit!! It is when pirates count their booty that they become mere thieves. ARRRRRR....

Keep a video camera in your boat and record it the next time this happens. Here on my lake there are laws that state you need to stay so many feet away from docks/boats and the video would be proof of him violating the law. Problem solved.

What can I do? I belive I would have winged a rattle trap off his jet ski. Bi-polar folks still know the difference between right and wrong.

I would try to sneak a 20oz bottle of Dr. Pepper down in the gas tank of his Jet Ski and watch the next time he takes it out. But thats what you would do if you want to be an aZZ hole like he was to you. Your probaby better off calling the GW......and then later on pour the soda in his gas tank. Yes you had the right of way and No, being Bi-polar is not an excuse for him.
