 NEED HELP ON MERC WATER PUMP 150EFI (FIXED) thanks

I changed the water pump and it shows 10 on the gauge but no water from weep hole. I speeded the motor up and it comes out strong but it surges on and off what do i need to do HELP

the thermostat is doing that 10 psi at that rpm is good look at the exhaust relief on the back when your running on your earmuffs and you should see water coming out the relief holes
