Just talked to a guide friend who is on the lake right now. He said the fish ARE acting like the gates are open. Now he knows why!

Seems like the fish would be used to them being open. They've been open all year.

Welcome markshark. They shut down for a couple reasons. Colder water sits on bottom of lake. Open gates, mix the water, drop the water temp, florida bass don't like that. Plus the mixing diminishes water quality+clarity and this may impact fishes ability to feed by sight and make them sluggish due to having to filter so much suspended material through their gills. Secondly, while Fork has some current it is minimal compared to tidal fisheries. Opening the gates causes lots of current which these fish aren't used to. They'll typically get right on some type of cover (as a barrier from current) and have a strike zone of virtually zero. Finally, falling water will make a number of the fish retreat to deeper water.
That's my very uneducated guess as to why the fish at Fork shutdown when the gates are open, especially all 5 of them.
