Good example of what I've said in the past on how the hill country can get good rains, but if it doesn't rain in the hills right above the town of Medina itself there isn't enough runoff on the small watershed to fill that lake.
The best example is Canyon, which is full and water still flowing in as well as the Blanco, and the other rivers in the hill country, but the Medina is still a trickle compared to the others.
It can come up overnight if the rains are in the right place!
Just one more cast!

Medina's level increased by 9 feet in February and is still slowly rising. It is a good start but still far from full. I fish Medina on a regular basis so I'm praying the El Nino effect results in more rain and Medina fills up this spring. Currently Medina is about 1029 feet elevation. Full pool is 1064 so Medina is still 35 feet below full pool. Here's a link you should find helpful. http://waterdata.usgs.gov/tx/nwis/dv/?site_no=08179500&agency_cd=USGS&referred_module=sw

Its coming up, but given that it was starting at nearly 60' low, its gonna take a while to fill it. Another thing to keep in mind is that given the inverted cone type shape of a lake, the fuller it gets, the more water it takes to make it fuller still.
I'd say that I doubt we'll see Medina over 1060' elev this year, but I've lived here long enough to know predicting rainfall is folly.
