I have never purchased a custom rod but i would like to. I want a 7'3 to 7'6 rod that is super sensitive that I can throw jigs and soft plastics on. I have mostly loomis so I would like it be comparable to. I want micro guides, solid cork handle, and a yellow color. If anyone could build it, how much and how long would it take?

St. Croix makes a 7'6" medium light fast tip (gloss belize blue finish) that would work well. Batson's also makes a blank that would work well. Rough estimate with the St. Croix Blank ~$350-400 depending on the amount of thread work. Rough estimate with the Batson's blank $325-350 also depending on the amount of thread work.

Both would include custom cork handle and fore grip made with the best cork (super fine/grade AAA). Usually with some exotic cork rings for accents. Fuji reel seat, hook keeper, personalized name decal, and so on.

My current turn around time on rods is approximately 2 months.

check out wackEmaster's rods, i had one made and its great, he can make it to your specs and the micro guides are awesome, and his prices are great.
