we use jigs and minnows both
Hooking a fish is like playing string with a cat. The exact size, shape, color of string matters less than how you wiggle it- and little cats are easier to fool than big ones. John Gierach

Definitely have some tips for you on the subject. Crappie around docks and piers are subject to a lot of angling pressure; they've seen everything. Scale down your tackle and refine your presentation. Use very light line, 4lb at the most. You'll lose some hooks to the brush but that's all part of it. Use a tiny crappie hook (#8 or #10)and a bb split shot. Hook the minnow through the lips. Also, instead of using store bought minnows seine your own bait. It'll outfish the store bought 5 to 1. Use several rigs and try different depths. Once you zero in on what depth they're at you can fish them all at that depth. Take a long handled dip net. When I was young I lost many a slab trying to swing them over the railing of docks. Dip em up. Also, chum! Yes...it works. Take a hand full of minnows and squeeze them a little to disable and toss them in the area you're fishing. Give them a few free ones. I've had great luck using that trick.

Also try soft can style cat food. Put holes in the top of them and put about 6 in a burlap sack and tie them to the dock where you are fishing straight down. The catfood disolves into tiny particles which bring in the minnows and such. Also drop your jig very slowly INTO the brush to the bottom. Raise a cpl inches at a time bringing it thru the brush stopping every cpl inches and hold it still. Keep bringing up till you dont feel the brush anymore, take a step back and repeat again. Took me years to get used to that way of fishing highly pressured waters and a steady hand with a soft tip rod. Works best in barges etc since a boat moves too much to keep the jig still once you stop it. Sometimes you have to experiment this way giving it a twitch oncee you stop it but most of the time no movement is needed at all. mark

Everyone says the horizontal jig with a condo inspector works best.
