MY FISHING PARTNER LOST HIS JOB IN OCT. HAS NOT LOOKED TO HARD FOR A JOB. WOULD YOU FLOAT THE MONEY FOR A TOURNMENT????

I wouldn't float it just so he could fish. Now, if him not fishing meant that I couldn't fish it that might be different.

Who decides what is "hard enough?" He'll never forgive you if you don't do it just because YOU believe he hasn't looked hard enough to suit YOU.
I'd rather have a falling out about collecting the loan later than making a judgment as to whether or not he "deserves" it. Loan it and then make him pay it back.

If I did it I would do it as a gift not a loan. If he's a real friend and you can afford.

If he was a friend and I had the money, yes. I wouldn't even consider it a loan. Effort is subjective and I doubt he keep you abreast of his job seeking efforts.

Never loan money and expect to be repaid. Make it a gift he can pay back if he likes, or not. Go into it with that attitude and it won't ruin your friendship if he doesn't pay you back. Maybe he's just feeling down about the tough job market and a tourney might just lift his spirits.
If you can't afford to loan the money without needing it to be repayed within a certain time, don't do it. That's a recipe to ruined friendship.

That's a tough spot you're in it's hard to not help a friend, but then money has been known to end friendships. I'm really not sure how I would respond.

Don't ever "loan" out money you need back. If you can afford it - give it to him and forget about it. If he's not looking for a job - you might want to save your money and buy food for him when he and his family need it.
