Lake Belton waterfall?

When my Wife and I went to Lake Belton, we saw a waterfall on a cliff on the southwest of the lake. Is it natural? There is some kind of water works on that cliff that may be the culprit, though.

It is from the water works on the cliff.

That is a water treatment plant. My advise would be to stay away from it, the water smells badddd!
