Definitely a Red Tail Hawk. The dark band on the end of the tail is a trademark.

For some reason they are easy to spot in the wintertime round here

They sit on Light poles on the highway, on fence post and signs on the roads, and on hay stack round my area.

Really neat to look at, I assume they are looking for mice to eat
