 Motor Guide Trolling Motor Question

My trolling motor speed control isn't working right. It is a 12/24 and it has a knob with 5 speeds to cycle through. I mainly use 24v and Speeds 1 and 2 work fine, but 3-5 seem to be the same speed which feels like high(5). What would cause this?

Low batteries? Bad battery connections? Are you certain of those two items at this point?
Do you hear a ZERO increase in RPMs when switching from 2 to 5?
