my question is, to what degree if any, will this have on cowhouse creek downstream ?

I'm not sure how it will affect Cowhouse Creek. It doesn't run that much water to start with. It says they will not dam the creek but pump water out of it when it is running high. Most years it is running below normal level for most of the year though so I'm not sure they will be able to keep water in the lake, especially in the summertime when it often stops running or is barely running.
