I bought a bunch of different pan poppers from a bin at gander mountain, and they all sink! After the first strip, they stay about half an inch under water. Lame! You think they'll take a return? 
I am haunted by waters, but I am tormented by meatballs.

Are you using a heavy flourocarbon leader? Small poppers like that will sink when tied to a heavy fluoro leader.

No its a very light mono leader. They're just poor quality. Clearly, the only solution is to tie my own. I am now forced to spend money on materials for this no matter how my wife feels about it  Are there some threads here for tying poppers? Preferably, the kind that float.

Easiest ones are Gartside Gurglers or Pete's GurglePop Raineys also makes cool little kits that allow you to tie up a dozen with prebuilt bodies and then paint to your choice.

apply some dry-fly water proofer.. or look at the foam flys for bass and just make them smaller

I'm totally in the Fun Foam poppers camp - V.I.P poppers, Gurglers, Crease flys...
If at first they don't float, slap more foam on the next one!

I'd add that a suspending popper isn't a totally bad thing. Even though they don't float, they're still going to push a good amount of water and you might be surprised at the results. It's the Bargain Cave, sir. Don't be hatin' just 'cause all the good stuff was gone the last time you went.
