It will raise and lower fine but when I tilt the engine up it very slowly comes back down kinda like an old floor jack.

Is it something I can fix? If so how?

That is a single cylinder t-n-t .. Most likely the "O" ring on the piston has a cut and needs to be replaced. It is a possiblility that the manuel release valve has cut a seal , which in that case. you will have to live with it....
