One on top is most likely for attaching a spinner. Well I guess it depends on what you call top and bottom, LOL! The one you don't tie your line on.

There's so much wrong with that jig I don't even know where to begin. Why don't you send them my way there Pat and I'll get rid of them proper like so you don't have to mess with them no more.

The correct answer is nothing.
The jig heads are called Double Duece Jig Head. The bottom eye is for tying off a dropper line for a second jig. The setup eliminates the weak loop knot when fishing two jigs.
