Yes, they will ask him that, and NO, he cannot fish McDonalds if he has ever been caught cheating in a tournament. Hopefully you are asking this for your sake and not his. Good luck!

They will. Best thing to do is contact the TD, be up front, and clear it up one way or the other before signing up to fish.

They will also ask you if you have ever broken any game laws, see anyone in the tournament breaking any, or did you leagally catch all your fish.

Actually, the questions they ask will only pertain to tournament hours. They will preface most questions with something like
"In regards to the tournament today, did you catch your fish in a legal amnner as stated in the rules?" They may ask you if you have ever broken a wildlife law, but it is a baseline question presuming your answer will be a lie or shaky because they need to establish a baseline to measure tournament related questions. However, if he cheated during a night tournament and was caught or turned himself in, just meet with the TD and explain the situation. It is ultimately his decision, but it sounds like you are leaving out a few details here.

I believe he would be ok. Like others said, tell them upfront what has happened. I was asked if I ever cheated in a big tournament for money. I believe if he called the TD upfront this would all work out.

The rules state: Any person who has been disqualified from any prior tournament may be subject to being refused entry into tournament.

That rule is what I would call "wide open"
