Offshore fishing how to?

How would a guy gain experience on offshore fishing? Like how to operate the boat, what to watch out for? I have fished on charters offshore, but is there some where a guy can go to get trained?

Hire an offshore guide for just yourself (or maybe you and a buddy) & let him know you'd like to learn as much of this as possible in addition to fishing. If he only has one or two fishermen to focus on, he can spend that much more time teaching you.
Most guides are happy to share this kind of knowledge if asked. If he tells you on the phone that he's not interested, then find someone else.

Get to know someone that fishes offshore on their own boat. Offer to pay for fuel and bait if they have an open spot. On the water experience is the best way to do it. That's how I've managed to do it.
There are some books out there that break down rigging, baiting, trolling, bottom fishing, finding structure, etc. I can't think of any titles right now but some searches will yield lots of results.
As for the boating and safety...that's a biggie in my opinion. I've seen things get real ugly real quick and you better know what you're doing when it does. Here's some highly recommended boating reads:
Chapman Piloting, Seamanship & Small Boat Handling
The Annapolis Book of Seamanship
Practical Mariner's Book of Knowledge
Boat Docking: Close Quarters Maneuvering for Small Boats.
There are courses offered through your local Coast Guard Auxiliary & Power Squadron. They also have some good boating books out.
There is no substitute for on the water experience though.

Mike has it right, take the classes, but if you know someone that has a boat with offshore exp., either go with him on his boat, but better take him with you on your boat. That way you are getting water time on your boat. Do that once or twice, then buddy boat with him until you feel comfortable.
Other than that, the only other way is to take short trips. Not sure what type of boat you have but if it is a bay boat, first try to round the end of the jetty, then go out to the first bouy etc. until you feel comfortable in your boat.
It takes a little time to get use to a new boat, but it is worth it.

See if any of the forum guys will be willing to take you along and teach you a thing or two. I would if my boat wasn't in a state of disrepair.
