Copano Bay is pretty shallow for shark. You'd do better to head into Port Aransas and fish surf, Caldwell Pier or the Jetties. Use large chunks of cut bait.
Ladyfish, whiting, mullet, jacks or any other "blood" fish (dark meat) fish work well. You'll 3-6 ft. of steel leader and tackle that's capable for the fight of larger fish.
If you're real serious then I'd suggest a trip down PINS. The guts are deeper which tends to bring the sharks in closer.
For best results you need to place your bait beyond the 3rd sandbar which means you need a surfboard or kayak to paddle it out and drop it. You'll also need a reel large enough to carry that much line (1000 yard capacity).
Good luck

I fished the Bayside Public Pier (Copano) with whole mullet and cut bait a couple of times this summer...got two four foot gar and a 3 1/2 foot black tip....then also caught a 2 1/2 foot black tip @ the mission river boat ramp on cut ladyfish.
