I think they are pieces of black poly water line. Plumbing supply houses and hardware stores sell this pipe in 100ft. rolls for water service in rural applications. I do believe they drilled holes in the pipe and put nails in them prior to cementing into the cinder blocks.
Where do they go when they're not there???
