The paper that you get is your endorsements. This is where you would affix any stamps that you might need for your hunting or fish purposes, i.e. federal duck stamp, hip certification.

I am wanting to buy this lifetime license for my son when he graduates from high school. Does it cover the upland and migratory bird or do you have to buy these seperate every year?

I bought one for my son when he was 12 yrs old. He didn't appreciate it then but he certainly does now (he's 22). When you get the laminated card, put it in a safe place. You do not need to carry it. Go to Wal Mart and tell them you have a lifetime license and they will print you off a Combo License at no charge. It is the same license that I pay $64 for every year. It has all of your hunting tags on it, and covers all stamps and endorsements for both fishing and hunting. The only thing that you have to buy is a FEDERAL duck stamp.

the hunting/fishing lifetime license covers everything except the federal duck stamp, and the public hunting permit.
you can also buy the hunting and fishing lifetime licenses separate.
