In the wind, you need to throw tight loops. Double hauling helps tighten the loops. So does a faster action rod. All things being equal (including your casting ability), a faster action rod will throw tight loops more easily than a medium action rod.
Just as with any activity, from carpentry to auto mechanics to saltwater fly fishing, it's easier to do a good job if you have the right tools for the conditions at hand. mickfly is right on - not only tight loops and double hauls for windy conditions, salty or otherwise. For the wind all kind of loops are required - tight loops casting into the wind - open loops casting with the wind - backhand and side arm loops with quartering winds. IMO, medium fast/fast action rods are a definite advantage as well as up-lining one to two line weights. There should be no difference in a 7 weight high quality fly rod whether salty or sweet water, but a fighting butt is a plus for the salt.

There should be no difference in a 7 weight high quality fly rod whether salty or sweet water, but a fighting butt is a plus for the salt.

you wont find a fighting butt on saltwater rods until they get 8wt or over, but I have been wrong before

Sage Xi2 rods have fighting butts on six and seven weights, as do some of their XPs, TCXs, and Z-Axis rods. Sage switch rods and Spey rods start with fighting butts on their five weights. I'm guessing that other manufacturer's do the same.

I lawn cast a TCX 6wt the other day into the wind... cut through almost like an 8wt, I was terribly impressed.

I have the 5wt TCX, with a custom fighting butt and saltwater setup, but haven't fished it yet. The same guy made me a 490-4 TCR set up the same way, still unfished.

Aw, well, I could, you know, take them for a walk now and again. Just so they don't lose their figure, you know.... I just hate to see a good rod go unfished is all. It'd be for their benefit really...
