Late Feb to late March usually, the water flow and temp has a lot to do with it. For lures I like Rooster Tails, Roadrunners, floating Rapala Minnows and other smaller lures. Roadrunners are good in the creeks because they don't get snagged to often due to the single hook curved to the top of the lure instead of the bottom.

Old rule of thumb: the whites are in the creeks when the dogwoods bloom. Since I do not know where any dogwood trees are, I use my neighbor's bradford pear tree as a surrogate. I have caught most of my creek whites in the March/April time frame, typically a few days after a good rain. The water flow brings the whites up the creek, but you need to wait a few days for the water clarity to become acceptable. I like small maribou or curly-tail Roadrunners (red head and white or chartreuse body), white or chartreuse curly-tail gurbs and small in-line spinners (Mepps, Roostertails, etc.)

I have found if you wait until "They Run" your to late for the bigger ones.
