Help needed with a flat foot trolling motor install~~~~~

I'm in the process of installing a flat foot tray that I purchased from BPS. I have a 2000 Ranger 518VX and I have already cut everything. I'm to the point where I install the drain tube. I have dug the hole in the foam all the way down to something black. It's harder than foam and it seems to be damp. I'm wondering what the drain system looks like in a Ranger hull. I'm afraid to drill into it not knowing what it might be. I was thinking there would be a pipe or something.
Please help...!

my friend's Ranger had a black tube all the wires were in,ran from the back to the front panel, could this be it ??

My wiring runs in tubes but they are under the gunnels. I have a '94 392V and it has PVC running back to the sump area. It is nestled in the very bottom of the V. When I did mine I used tubing, additional length of PVC, and a 90 degree to make a turn down that dumps into the beginning of the PCV running the length of the boat. The tubing was on the tray spout so I could sort of move it around and aim it into the drain and make sure it ran "downhill." A ziptie holds it there. That was over 3 years ago and I was in the compartment the other day working on something else. I inspected the area very closely and found no signs of leaking or otherwise. Sorry, but I looked and don't have any photos.

I installed my flat foot in a 93 482VS. The drain pipe in my keel is a white pvc pipe. It is open at the front so I just took the flexible tubing for the flat foot and stuck it in place to drain into the opening - held in place with zipties.

My 03 175VS had a white pcv pipe. Keep looking for a pipe.
Stress less, relax more. Go fishing.
