Does a spinning reel need to be cleaned often?
how do you oil it and how often?

I clean all of my reels often. I use naptha to clean the bearings and a Q tip to clean the gears. I relube everything and reinstall all parts at least 6 times per year.

It depends on how much you fish. However, once a year should be fine for a spinning reel used in freshwater. Unlike a baitcaster, nothing moves when you cast, only when retrieving. The one thing you will likely need to lube more often is the bail roller. It gets more wear and tear than any other part of a spinning reel.
