We used to go down to the Brazos and camp out when I was a little kid. My Dad just went and found some sticks that would work... Thats when we was hillbillies and such. :P I used to love helping him sein the river, we never knew what we where going to bring in.

go to lowes / homedepot and ask where the dowel rods are, or get some brook handles. you want something sturdy

Why not?

Seine:
A section of non-metallic mesh webbing, with the top edge buoyed upwards by a floatline and the bottom edge weighted. Includes a push net.

* May be used to take NONGAME fish and shrimp only.
* May not be longer than 20 feet.
* May not have mesh exceeding 1/2-inch square.
* Must be manually operated.
* In SALT WATER, nongame fish may be taken by seine for bait purposes only.

http://www.tpwd.state.tx.us/publications/annual/fish/legal_devices/

It is listed as a legal device with the above exclusions.

1/2 galvanized conduit, broom handles or closet rod dowels works for me.
