Turn the motor untill the steering cable extends out.
Clean the surface of cable untill its shiny again, then lubricate the tube housing with a silicone penetrating spray lubricant. Work the steering back and forth.
If that doesn't help, it could be the transom area, possibly binding up and needs grease or bushings or have a burr on the shaft.
If it has rack and pinion, it could have a bad gear.

You may search for a trouble shooting page on the internet. It basically tells you to disconnect your motor from the cable. If it is still hard to steer, it is your cable or rack. Then, disconnect your cable from the rack. See if it is easy or hard to steer now. If it is hard, its your rack. If its easy, your cables are the problem. By doing this you isolate the three parts; motor, cable and rack. I had the same problem. Now all I have to do if find them $ for a couple of new cables.

clean all that "grease" off your cables, and clean out the inside of the cable tubes.

put "anti-seize" on the cable ends, heavy coat, and nothing else!!

if that doesn't loosen up the steering, then you may have a problem with the helm. not much else it could be.

i did that to mine, and made it super easy to turn.
