I have put brush down before at marinas but never at a private boat house. This boat house sways a little in the wind unlike the marinas. My question is, should this make a big difference?

Oh that makes a HUGE difference! Why don't you let me go out there with ya and show you how to properly brush it! All joking aside...I wouldn't see how it could make a difference. Good luck!

We "sling shot" jigs under the pontoon boats that are being stored at the marinas. They are constantly moving a little bit.

I think sway is a good thing. I have brushed up my dock for years with columns of brush, or other inventive cover. I tie things end to end so as to cover the water column, in my case about 18 to 20 ft. Be sure to allow to absorb the shock on the rope or cable if you suspend a lot of cover as it will break-a-loose when the wind gets up. I think a good movement of the brush shakes off things of interest to bait and larger fish.
