What the heck is this? Looked on TP&W's website and no information on it? What is this all about? How much? Why?

It's a $3 dollar tag that allows a fisherman to keep a Trophy sized redfish on top of the FREE Trophy Tag currently issued with the saltwater license. So that means you have the ability to catch and keep a 2nd oversized redfish legally.
They have always had the bonus tag, but it was free.

Right off the TPWD website and from the Outdoor Annual... b Red drum special regulation: During a license year, one red drum over the stated maximum length limit may be retained when affixed with a properly completed Red Drum Tag and one red drum over the stated maximum length limit may be retained when affixed with a properly completed Bonus Red Drum Tag. Any fish retained under authority of a Red Drum Tag or a Bonus Red Drum Tag may be retained in addition to the daily bag and possession limit as stated in this section.

So, my question is.....If you already tagged a redfish back in November and threw the tag away with the carcass. How do you obtain another one?

You have to stop by a place that sells licenses with the whole fish (tag attached) to show & get the new one. I suppose you could cut the used tag off & take it in with a photo of the tagged fish as well.
