Sounds like it puts out some type of electrical charge into the water. If that is what it is dont let the Game Wareden see it.

Ha ha ha. It's just a light??!!??
oh, man they make it sound like some kind of military secret... must be closely guarded to keep the chinese from stealing it! They really said that! I figured it was some kind of bubbler or something to increase the oxygen level in the water.

well, it says it doesn't shock the fish, so an old style crank phone or a model-t coil or something like that is out.

It is probably one of them greem lights that draws in the zoo plaktom that the shad eat and other bait fish eat. Since the green lights brings in the bait fish food, the bait fish will also bring in the bigger game fish feeding on the bait fish. A simple process but some places wants to make it seem like a real big secret and they are the only ones who knows what it is, just to get your money.

Your right! they probably would sell it normally for 19.95 - but if you hurry and call in the next 10mins, you could probably get it for 9.95 plus a lifetime supply of light bulbs! Lol
A slow day of fishing is better than a good day at work!
