Does it have to be one of those community lake things or can you go into any public waters?

I know around where i live you can fish pretty much every where. We do have a few city lake that make you wear waders and you can only go out as far out as you can touch the bottom:(. but other than that you can fish them where ever and how ever you want.

There are lots of "ponds" around to fish. We on occasion go to Ray Roberts, Grapevine, Cleburne, Aquilla and any others that has coves where you can get out of the wind. fishbrain would have a bigger list than me, I stay close to home most of the time
