Because...
Arizona's fisheries gov is smarter then Texas's fisheries gov, apparently...
After all, they already consider carp a "Sportfish" just as it says in the article...
And they are stocking them in that lake to control insect populations. Cause AZ actually knows what carp eat, lol.
Awesome.
But Texas is heading down that path too...

I used to live there and am an acquaintance of of Jim Warnecke, the AZ Fish and Game fisheries manager for the region in question. Jim has long been an advocate of the sporting qualities of carp. I've enjoyed many sessions with him and regularly volunteered to help with "Camp Carp" and other activities AZGF held for helping kids learn about fishing and in this case carp fishing. Story goes on the stocking of Tempe Town Lake that the developers at first requested permission to stock Tilapia to help control insect populations. Tilapia are considered an invasive exotic. Jim pointed out that Cyprinus Carpio was already established in AZ waters and that it would be an acceptible alternative. Today, it appears all are happy. The LMB population is continuing to grow. Trout are seasonally stocked for put and take fishing and the beautiful Isreali mirrors are big enough to provide additional sport. I was fortunate to sample them last summer. P.S. Don't sell TPWD short. They are increasingly interested in the potential of carp for urban fishing opportunities and in the emergence of Town Lake (Lady Bird Lake) as a trophy carp water. TPWD has been one of the leaders in managing for trophy fish - think share lunker, think world record blue cat, think trophy gar, carp, buffalo.
