This is not unknown. I am unable to cite scources right now, but I have read about a few species that will "morph" gender to ensure reproduction if opposite genders, within a given local population, are not present It is common amongst reptiles as well, IIRC.
I think this is also a method of specieation.

I heard that when this happens, their fins become limp and they swish a lot more. I've also heard you can attract them to your boat by playing old Judy Garland songs.

Not uncommon in England these days, this link is about 2 years old. http://news.bbc.co.uk/1/hi/uk/3882159.stm All the chemicals and hormonal byproducts we dump into the environment are having an effect. It's not a method of speciation. Some fish can change gender, but this is showing up in fish that do not do that naturally.

Every species has it inconsistancies and deformities. I bet its interesting for the males during spawning season.

To check your lake for this condition, just play an old Air Supply cd and see how many fish swim to the boat arse first.
