GOSH, where do you start?
i think having a minimum size limit on red snapper is a bit ridiculous. You pull a fish up from 80 feet deep and its inside are hanging out of his mouth, but let's throw him back because he an inch too short. just my thoughts
I actually think lowering the minimum size limit on trout may help increase the numbers as well. How many trout do you kill to get 10 keepers? When I lived in Louisiana the minimum size limit was 12 inches (It may still be that) and the daily bag limit was 25 per person. We'd catch 50 trout between two of us no problem almost every trip and be home by 10 am. I guess that may be another issue up for debate.

Shrimp boat by-catch leading to the killing of most of the juvevile red snapper and other species. Pogey boats decimating the menhaden stocks which are the bulk of the diets of many offshore species.

bigfoot35 has it absolutely correct. Commercial overfishing. When you drag a net in the water you bring up everything. It should be a crime to toss anything back for the gulls because you don't want that species.

Couple of other things, the slow response of the NMFS and other agencies to address a problem before it is too late. For example, red snapper limit is at two per angler, mangrove and other snapper aggregate limit is 10. Recs, commercials, and charters will annihilate the mangrove stocks before the bureaucrats do anything about it. They will go into panic mode and slash the limits when it's too late.
Yellowfin tuna will be in trouble soon if the limit stays at current number (which I think is 3 per person). I would like to see it at two, since even 3 small yellowfin yield a hell of a lot of meat. Also think captain and deckhand limits should not be able to pad the fishbox. Just my opinions.
