Coach Parcells could administer authority and develop talent (both coaching and player talent).
He wasn’t so dependent on the draft and could overcome Jerry’s bad drafting and other meddling.

Bobby Carpenters dad played for Parcells, that was 100 % a Parcells pick, he also wanted to draft Marcus Spears over Demarcus Ware.

They trade down a few spots and get more draft capital is my guess. If Jeanty is there someone will want him bad enough if the Cowboys don't. In fact, I wouldn't be surprised if there is some gamesmanship going on leading people to believe they may take him then trade the pick away.
