Coach Parcells could administer authority and develop talent (both coaching and player talent). He wasn’t so dependent on the draft and could overcome Jerry’s bad drafting and other meddling.

I Remember back in the day when they needed an OL and Andrew whitworth was there and they drafted Bobby carpenter a LB, that should have told you way back then Jerry didn’t know ship about drafting football players. Yeah and Bill Parcells don't either. They asked Bill B how did he know Tom Brady was going to be so good and he could wait till last pick to get him for a great deal Bill looked at him and said do you really think if I had known he was going to win me 6 SB I wait pass the first round No one gets it right everytime not even the great ones Bill walsh had a chance to draft Brady who wanted to go to the 49ers and he past also

Bobby Carpenters dad played for Parcells, that was 100 % a Parcells pick, he also wanted to draft Marcus Spears over Demarcus Ware.

They trade down a few spots and get more draft capital is my guess. If Jeanty is there someone will want him bad enough if the Cowboys don't. In fact, I wouldn't be surprised if there is some gamesmanship going on leading people to believe they may take him then trade the pick away.
