This is much more complicated than you think. Municipal police rely on the cooperation of immigrants in many aspects of their mission. Witnesses, reportees, testimony on important cases and so on. It’s a fine line, but damn near necessary to come out and say this or no one is going to cooperate and will probably hide when we need to talk to them most. This is just a way to say we aren’t going to start rounding you up.

File charges on him and any other LEO breaking federal law if in fact they are breaking a law. The issue will resolve itself. They don't get to choose which laws they can break. A regular citizen would be held accountable.

I think I understand what you are saying. I have never been a police officer and can only assume that police let low level criminals survive to catch the big fish but this issue is not local. This issue is a national issue that the American people voted on and feel strongly about. From the outside looking in, and assuming you are correct, the interim Dallas Police Chief is putting his local priorities over the will and votes of the country. That seems to be not the right thing to do at this time. I also understand that I only have some of the information that the chief sees.

I really believe that if we don't get spending, corruption, and crime under control now, we may never get the chance to before it is too late. If someone is here illegally, (probably) taking government hand outs and benefits, they need to go and feel that they are in jeopardy of being deported. I understand that this is harsh, but we need to get these issues under control for the sake of the future of our country. This is a rare opportunity to right the ship.
