It's a drain - do you have a pool? It is meant to actually be an air gap. The pipe is not supposed to be inset into the sewer drain. It is supposed to sit above it with an air gap in between. Like HasBen says it is a Backflow preventer, the best kind in fact.

Our pool backwash looks similar, but is a bigger line. It is also in the front flower bed.
