I know there is no way to accurately guess costs of compliance with the tsunami of regs in the PRC....
If you can, please give your best educated guess to remove the rubble, and then construct a moderate home of say 1600 squares. Not a palace, just a place where a family can live comfortably.

There might be a few folks who cannot afford a two million dollar home.

i would guess out there, you would be at around $250 a square foot for basic To start from scratch - minimum $400. 2500 sq ft house would be $1mill without too much trouble at all.

Most homes in that area are $2 and up. Yes there are many exceptions but they run up from there on average. If you have a home loan you probably have insurance by law.
The guess is that the land is the big cost and I can find a lot of 2000 square foot homes under $2m. My guess is a home like that would cost $400k to have cleared and a new build.

Construct costs are totally regional and it doesn’t make much sense to me. Concrete is concrete, shingles are shingles, etc. Labor cost vary but they aren’t 10x in California compared to flyover states. Does a Big Mac meal cost 100 bucks in LA? In Colorado the best price I could find for a builder grade 1600sq ft was around 300 a square- not counting the land- totally ridiculous IMO.
