This, from the link you posted, explains it all. Being woke is more important than saving lives. Larson, a 33-year veteran and the first African American woman to serve as deputy chief of the LAFD, oversees the department's Equity and Human Resources Bureau. Her role includes championing diversity, equity, and inclusion (DEI) initiatives.

As mentioned above, incompetence. But dei initiatives have been met thank goodness The FD Chief railing at the mayor about being understaffed is hilarious.
