I believe this quote is one of the most misunderstood quotes used today.
He was not talking about people using force to change the country. He was talking about society allowing people to rebel.
Uninformed people rebel and we should tolerate them and educate them is what he said.

Informed people go through the process to change things, by the Constitution.
