Looks like some worm. Get you some Neem and mix it in a small hand sprayer and spray it. It's organic Home Depot sells it and most garden centers or hardware stores as well.

How much have you been watering? We plant Cora Vincas every year they are about as easy as it gets but need full sun. Our sprinklers only run 2 times per week. We add Miracle Gro every now and then and they thrive. We buy the smallest trays at Home Depot I think they hold 20 and after a couple months this is how they look.

Thanks I put a lot of effort into our yard. I will add it is full sun but front faces east so during the very late afternoon sun that part is shaded.

Those look good Hard Rain. I bought the multi color packs of Vincas for my front flower bed this year. They are doing great. Walmart had 6 packs for cheap earlier this year.
