TPW Minnow Transport and Purchase Rule?

If I am understanding the law correctly, 1. You CAN’T transport minnows from Lake A to Lake B if you are using water from Lake A in a typical yellow Frabill trolling type minnow bucket? But you CAN if you use a self contained minnow cooler like an Engels filled with water from where you purchased your minnows (or your home) And 2. Do you still need to ask for a minnow receipt to keep with you? I tried using search question but nothing comes up. I am sure it’s been discussed.

I asked a Game Warden, of some rank, this general question when we were at church, one Sunday morning. He said it’s all about the Zebra Muscle issue, and they very rarely actively enforce this. I was curious cause the bait shop kept telling me I needed to keep the receipt. Ugh! ! ! That’s Crazy.
Anyway, I haven’t worried much about it since our conversation.

Haul them in tap water and tell them you fishing the lake you caught them in tomorrow. If they question you ask them if they want to go with you tomorrow?

I have yet to hear of this rule being enforced, but it’s about the water, not the fish. I almost always catch my own minnows and I’ll typically get them from the creek I’m fishing, or a creek that feeds into the same waterbody, so no issues. If I were to head to another lake I would bring some treated tap water to put them in. It would be a very hard law to enforce unless you admitted outright to catching bait and hauling them in that water over to another lake. Otherwise, how in the heck is a game warden gonna know where you got the bait or if you’re leaving where you’re taking it to? I don’t imagine they could test the water to know where it came from.
