I'm not sure what state this guy is in, but is there a state in the lower 48 that Black Bass are not considered game fish?

I am pretty sure that is illegal in all 50 states. You can buy black bass about that size at H-mart in Carrollton. But, I’m sure the game warden would still have issue with it.
