 Is dog leash fishing legal in texas?

I was scrolling through videos on Facebook and I saw a man who tied fishing line to a retractable dog leash and reeled in a fish by pushing the button I would think they might consider it a yo you but what yall think?

If I walk a dog with a yo-yo and call it a dog lease....Then use it to fish. Automatic retraction...
